Carina charter convention

Carina charter convention was an assembly held at the inner depots of the Eta Carinae system in 10480. Seventeen of its twenty-three delegations voted to adopt the charter of the Carina Recovery Authority, four voted against and two abstained. The charter gave the Authority its legal basis for the Eta Carinae intervention.

Holographic delegates at separate stations in an industrial orbital chamber face a central vote display, with Eta Carinae glowing beyond the viewport.
Illustrative reconstruction of the inner-depot convention: delegates voted from separate stations while Eta Carinae filled the view beyond the chamber.

The preamble states that the charter binds only the branches present, and each delegation voted under a mandate it already held. The minutes were sent toward Earth on the day the result was declared. The system is about 7,500 light-years from Earth, so no reply could return to the depots before 25480.

Background

The pilot-stream dispute of 10478 left the recovered material reserved for a common account. A draft charter from 10479 gave each depot one vote, but two depots withdrew after finding that their mandates limited them to their own collection schedules, and the text was rewritten to count delegations.

Votes and delegations

Inner depot cooperatives, the largest group with nine delegations, returned eight votes for and one against. Independent collector holdings returned three for, one against and one abstaining. Fabrication holdings gave three votes for and one against, and wind-concession holders divided one for, one against and one abstaining. The two survey branches of Mira Tavari both voted for. The depot that had claimed the pilot stream under its wind concession abstained, as the charter left its claim undecided.

Abstaining delegations counted toward the quorum but were excluded from the majority, so the two abstentions left the result unchanged.

The delegations accepted remote representatives, following an older precedent set by the Parliament of Toasters, whose uploaded members spoke through networked kitchen appliances. Carina assigned votes to mandates rather than terminals. The Ejecta Registry sent an observer with no vote, since the charter kept the Registry’s jurisdiction outside the Authority’s central operating volume.

The recovery-plan requirement

The draft required a collapse-recovery plan before any lifting began. Keel Depot’s engineering delegation objected that a plan written before the core’s response was measured would describe the pilot’s assumptions, several of them already shown to be wrong. The requirement was amended to fall due before the first removal that would expose the core, and no delegation defined “expose”.

The plan was to be revised after each forecast and at least once every ten local years. The depots’ twenty-year proposal lost by seven votes to fourteen, with two abstentions, and the ten-year interval stood.

Accession register

The register began entering accessions after the vote and recorded no new convention votes on them. The Carina branch of Marta van Dalen had delivered fabrication capacity with the main seed complex in 10472; its accession was entered in 10480. When van Dalen merged with a superduperintelligence in 2029, her endowment was divided under the divided-endowment rule, and the Carina branch took the share covering its fabrication capacity. Her Earth branches held the rest and had no part in the instrument.

The Registrar’s office asked whether the branch could bind its parent. The branch replied that the parent could not be consulted within the register’s time limit, so the register entered the accession for the branch alone.
